Appendix B: Master Access Card Guidelines

Please review this information on the proper use of Master Access Cards and understand that the Program and its Designated Staff Representative assigned to use a Master Access Card is bound by adherence to these guidelines.

Access Control – Electronic Master Access Cards

  • Where electronic access is available to exterior doors and interior sleeping rooms in a facility, a Master Access Card may be created and issued to the Contractor/Program Representative at the discretion of Conferences.
  • Master Access is only programed for the sleeping rooms reserved for and in use by the Program. The card is only active for the days the Program is in residence.
  • The Contractor/Program Representative will provide Conferences the name of the Designated Staff Representative to receive a Master Access Card. The Designated Staff Representative will be required to read, understand, and sign a copy of these guidelines prior to being issued a Master Access Card.
  • Master Access Cards are to be used only to resolve guest lockouts, or in case of an emergency.
  • The Designated Staff Representative provided with Master Access Cards is responsible for handling lockouts that may occur while the Program is in residence.
  • In the case of a lockout where the guest is a minor, at least one additional counselor/staff must be present with the Designated Staff Representative and the minor guest to resolve lockout. There should be no 1:1 contact with minors.
  • In case of emergency, please call 911 prior to using a Master Access Card for access to a building or room and only with emergency response’s instruction.
  • Lost or missing cards must be reported immediately to Conferences at 434-924-4479. The Program is responsible for the replacement cost of each lost card ($25 per card).
  • The Designated Staff Representative is responsible for the Master Access Card and its proper use.
  • The Designated Staff Representative must not give/loan/issue their Master Access Card to anyone else.
  • The Master Access Card may not be used to change participant room assignments. Any changes to the room assignment roster after move-in must be provided to Conferences. For safety and security reasons, Conferences and the UVA Police Department must have an accurate record of all guests staying in residence areas.
  • Issues with the electronic access control system must be reported immediately to Conferences at 434.924.4479.
  • Failure to comply with these guidelines may result in forfeiture of the Master Access Card.
